[Odrl-version2] News Style Outing of Groups

In news, it is common to "out" certain groups.  For example, in natural
language, you might see "NO CHINA" - which means the asset must not be
made available to anyone in China.  How do I model this in ODRL?

One possibility seems to be that I create a Party and somehow indicate
that this is a group (everyone in China).  However, there's nothing in
the ODRL model to directly support indicating groups, so far as I can
see http://odrl.net/2.0/WD-ODRL-Model.html.  I suppose another
possibility is that I create a Prohibition of "all uses" with a
Constraint that indicates located in China.  I still need a Party,
though.  Do I create some type of dummy Party to be "everyone"?

This second solution brings up the question of how to indicate "all
uses".  I suppose we could add an Action of "all" to the ODRL Common
Vocabulary http://odrl.net/2.0/WD-ODRL-Vocab-20100311.html#section-22.
Although the definition of "distribute" caught my eye - "The act of
distributing, display publicly, and publicly perform the asset".  If it
is really that broad, then I suspect I could use "distribute" to
effectively mean "all actions".  But is my reading of the definition
correct?

So, in summary, do I say:

  Party = Any
  Prohibition
  Action = Distribute
    Constraint = Located in China

Any guidance much appreciated (and apologies if my question is unclear).
