WAVE Project Submission

The CTA WAVE Project submits the use cases and requirements for EME2 contained in the file at File:Mse-eme-v2-use-cases-reqs-wave.pdf.

The document contains sections for both MSE and EME, but we felt that they made more sense when presented in a single document. We have also posted the document in the MSE2 wiki.
