- Should the core/extension documents only express the model and the network layer be moved to a different document?
- I don't think the network layer belongs in OA at all! Many applications rest on an overlay network (e.g. P2P networks) and require their own APIs to be invoked for transport. Consider such a network overlaid on http (a common scenario, but invisible to the network participants) which desires to transport both Annotations and other data, e.g. queries. What use is an Annotation specific transport layer in that case? How would the overlay network forward an annotation from an "OA" network to the overlay network?
