Sorry, I'm pretty sure this bug report isn't for this product, but there's no other product which seems adequate enough.

This bugzilla of W3C doesn't support Unicode.  For example, my name can't contain Unicode characters.

Recent versions of bugzilla normally support Unicode pretty well.  Maybe you just need to upgrade?
