I filed this due to https://codereview.chromium.org/233653007 where we just removed these from Blink. https://groups.google.com/a/chromium.org/d/msg/blink-dev/FG5xVx1fXGg/CJkLVnWsPL8J has more discussion.

I checked IE11 and they have both of these.

Since the SVG spec is going away from them and two vendors have dropped them, I guess I'll remove these unless someone has a good reason not to.
