I think we should do a variation of (3):

Allow @namespace to be added, changed and removed iff there is nothing but @charset, @import and @namespace in the style sheet. Otherwise throw InvalidStateError.

Reopening this to suggest that the change is reverted. Making this mutable seems like more implementation and testing work than it's worth.
