IANA consideration is always at the end of specification,for example, in HTML5 core specification, IANA part is the last section of the specification.

I suggest to move section 6 after 16 security consideration to bbe section 17, and move 17 change log to section 18.

yes,it happened, so this bug can be marked fixed, thanks for quick reponse and quick modification to specification.

I noted that the "Security Considerations" section ended up after the "IANI" section in the reorg. I pushed a fix for that.
