[Odrl-version2] ODRL Core Model - Namur Edition

Dear all - we are pleased to release the "Namur Edition" of the ODRL Version 2.0 Core Model:

This release represents the consensus from the Namur WG meeting. There are still a few minor issues to address, but the majority are now meet.
