    * Add new elements Assignee/Assigner to refer to the Party (XML Encoding)

    * Support to do this!
    * Need some Use Case examples to test
    * "everyone" needed
    
2 - Version 2.0 Common Vocabulary [2]
    - New Terms added (PLUS)
    - Detailed Review
    * Group into Perms/Prohib and Dutites tables
    - All Duties need to be supported via Objects (eg attribution)
    * Need to review all Duties and ensure there are relevant Objects
