[Odrl-version2] Model Proposal: Extended Relations

I would like to propose that we move  "Section 3.2 Extended Relations" of the Core Model to an Appendix. The non-normative Appendix will include any possible future features of the language.

The reason for this is that the Extended Relations introduces a greater level of complexity to the Model (ie harder to implement) that is yet to be verified from wider community requirements. 

Moving it to an Appendix does not remove the possibility that future version may incorporate this, and also indicates to the wider community that this is a possible new feature and invite feedback over the longer term.
