What if we added a new Constraint called "Medium" (ie a communications channel).

Then we can have:
  Prohibition.Action.Distribute
  Constraint.Name.Medium=Mobile

and
  Prohibition.Action.Distribute
  Constraint.Name.Medium=Online
  Constraint.Name.Product=Examiner
