Proposed Change:

Remove from the Benefits section that these SC assist people with cogntive disabilities; Related issues: (space separated ids); WG Notes: [TEAMB] LGR - note that these SC are useful to providing automatic look-up of definitions, translations, etc. as technology improves. Discussed in the 01 March 2007 telecon: Accept as amended. http://www.w3.org/WAI/GL/2007/03/01-wai-wcag-minutes.html {partial accept} DONE add a benefit to 3.1.1 and 3.1.2 that reads, "People with certain cognitive disabilities also use text-to-speech software, which can also benefit from language markup." Replace: "people with reading disabilities and cognitive limitations that make it difficult to recognize (decode) individual words and sentences;" with "People who find it difficult to read written material with fluency and accuracy, such as recognizing characters and alphabets or decoding words" BBC: Note that above wording was superseded by a 08 March Team B proposal (slightly different wording).
