SC 2.4.3 - the WCAG2ICT suggests simply replacing "page" with "document". However most non-web document formats don't use "focussable components" for navigation!

WG Notes: I think we should consider adding an explanatory note very similar to this response, as part of our "explaining what/why we did" task for the 3rd public draft. [PK] {agreed and an action item created to do this}

Proposed Resolution: It is true that non-web document formats don't always have focusable components a user could navigate to. However, document authoring tools do allow authors to create forms with user input elements as well as add interactive content, such as movies, into a document. Therefore, this success criterion can be apply to non-web documents that do contain focusable components. Whenever a document doesn't contain any focusable components, this success criterion would be automatically met.
