WCAG is not consistent with its phrasing regarding SC that are applicable to multiple pages within a set of pages. Elsewhere in WCAG, the phrase "within a set of Web pages" is used for 2.4.5 and 3.2.3. Proposed Change: Note as errata that 2.4.1 should read: Bypass Blocks: A mechanism is available to bypass blocks of content that are repeated on multiple Web pages within a set of Web pages. (Level A) There may be other SC which warrant a similar review. For example, why doesn't 3.2.4 have the same exact same parallel phrasing as 3.2.3?
