The spec says that Element.setAttributeNode() lower cases the attribute name. It doesn't make sense for a method on Element to mutate the attribute node.

Either the spec shouldn't prescribe lower casing for attribute nodes or the lower casing should take place in Document.createAttribute().

delaying dealing with this until Web DOM Core has tried removing Attr nodes, since then it might be a non-issue.

Delaying further since Web DOM Core is in low-maintenance mode awaiting an active editor.
