Bullet 3 under the Localization of natural-language messages is unclear in regard to where the locid attribute can be defined. The section in discussion : 'Elements in instance documents where containing element has textual content, whenever allowed by schema.' The intention was to define the locid attribute as being used on elements that can have textual content.
A similar issue in section 8.1.7 sml:locid This attribute can be defined on the sch:assert, sch:report **and on any element with a textual content, whenever the schema allows that**.
The distinction discussed was the possible inference by readers, because of the "where schema allows" clause, that schema validity assessment might be required. It was not the intent of that clause to imply any such requirement.

Two changes applied In section 7. Localization of Natural Language Messages Replaced :'Elements in instance documents where containing element has textual content, whenever allowed by schema.' With : 'Elements in instance documents with textual content.' In section 9.1.7 sml:locid Replaced: 'This attribute can be defined on the sch:assert, sch:report and on any element with a textual content, whenever the schema allows that.' With: 'This attribute can be defined on the sch:assert, sch:report and on any element with a textual content.'
