Since there is no mechanism for setting the XML version of an XML island, and the current text says pieces of XML inside HTML must be output as XML with additional rules that namespace nodes and namespace-prefixed QNames should follow the rules of XML 1.0, it's not clear why undeclaring prefixes is permissible for XML islands.
