In Element Locally Valid (Element) 5.2.2.2.2, the actual value of a simply- typed element must match the canonical lexical representation of the value of the fixed value constraint. In the analogous case for attributes, Attribute Locally Valid 4, the actual value must match the value of the fixed value constraint (no mention of canonical lexical representation). Apart from the inconsistency, it doesn't make sense for an actual value to match a representation rather than a value. Presumably it is intended that the match is a value match in both cases.
