http://microformats.org/wiki/rel-tag says:
As a result the invisible tag link syntax variant: <link rel="tag" href="..." /> SHOULD NOT be supported by implementations. 

So HTML5 shouldn't allow rel=tag on <link>. Or if it allows rel=tag on <link>, it should be explicit about what word (the one in the title attribute?) becomes the tag.

I don't understand what you mean by "what word becomes the tag". The URL is the tag.

In the rel=tag Microformat, the last component of the path segment of the URL becomes the tag. So, for instance, suppose you have a blog post containing this link:

<a rel=tag href=http://example.com/tags/lolcats>other posts tagged 'lolcats'</a>

In this case, the rel=tag Microformat says that "lolcats" is the tag.
