Please add a note saying that if a script that blocks the parser gets moved before it unblocks, it will continue blocking the parser and unblock whenever it would otherwise unblock (when a style sheet blocking scripts no longer blocks, when the script has been evaluated or when an external script load has failed due to a network error).
Where? I can't really work out where to put this. There's not really anything in the spec that suggests anything different is there?

You are right that there isn't a convenient place for the note. I suggest putting the note next to the definition: http://www.whatwg.org/specs/web-apps/current-work/#pending-parsing-blocking-script
