Given that the HR element has been redefined in HTML5 to mean "a paragraph-level thematic break," it makes sense to also update the BR element to "a text-level thematic break."

Change Description: no spec change
Rationale: It's not a thematic break, it's a line break. Consider the two main use cases, postal addresses and poems. In neither case is there a thematic break. Heck in the poem case it happens half-way through a sentence!
