CSS Marquee Module Level 3 Updated

The Cascading Style Sheets (CSS) Working Group updated today the Candidate Recommendation of CSS Marquee Module Level 3. CSS Marquee allows the designer to specify a "marquee" effect for the display of overflow content; the content is animated and moves automatically back and forth.
