QA Specification Guidelines Are a W3C Proposed Recommendation

W3C is pleased to announce the advancement of QA Framework: Specification Guidelines to Proposed Recommendation. Designed to help make technical reports easy to interpret without ambiguity, the guidelines explain how to define and specify conformance and how a specification might allow variation.
