The World Wide Web works on your desktop, laptop, mobile device, games console, connected TV, in-car entertainment system and more, irrespective of who manufactured it, which browser is used or which operating system it runs. That's not an accident – that's open standards in action.

But what is 'a standard?' What is an 'Open Standard' and what relevance does it have for open source software usage in the public sector? Against the backdrop of the current Cabinet Office consultation on Open Standards, Phil Archer will explore the issues around standards creation, the licensing of those standards, and how, if it's truly on open standard, anyone can influence it.
