- This needs to be made clearer. There are some assumptions about a document becoming a provisionally approved REC, while the AC review is ongoing, but they are not at all clear in the document - is there a new publication? Is there (typically) a director's call? ...

The discussion in the 3 February TF meeting noted the following:
1. as discussed last week, we will re-instate Proposed Recommendation as the signal that the document is done and the AC has 4 weeks to complete its review.
2. We will define a process to "re-issue" a CR (in 7.4.1) and this will replace "repeat the full process of publication" for substantive changes in 7.4.
3. Per the W3C Patent Policy, a re-issue will trigger a new Patend Exclusion opportunity.
4. Entry into this re-issue process will require the Directors Approval, but this is expected to be delegated to the Team Contact who has responsibility for issuing the Call for Exclusions.
