Description:

A basic assumption of ODRL is that each asset should have its individual policy. IPTC members (= new providers = news agencies and newspapers) are raising the business requirement that it should be possible to have policies without an identified asset - and the assets (the news items) point to this policy to employ it. (In simple words: not a policy points to the asset but the asset to the policy)
A great practical advantage is that the same policy could be used for many assets.
