Open issues
- Step 1: I don't think we can assume this is a failure. There may be other things going on here. Perhaps a good way to test this is to simulate change events on the elements and check for unload and focus changes?

- Background: I'm missing G80: Providing a submit button to initiate a change of context.
- Background: On the other hand, H84: Using a button with a select element to perform an action seems to not fit the selector of this test-case (no submit).
- Selector: What's about constructions like
onClick="document.forms['search-form'].submit();"
and other listeners performing a submit by javascript? - Step 1: Isn't it possible, that a change of context is performed by an element within a multi-element-form?
- Step 2: We have to explain "Change of context" in opposition to "Change of content" or link to the WCAG-definition.
- Step 2: User interaction is required to check if something and what happens activating the control.
