Notifications as defined in
http://dvcs.w3.org/hg/notifications/raw-file/tip/Overview.html
of 2012-06-26 have no way to identify the language of their user-visible text (title and body). Knowledge about the language is often necessary for the user agent to select the right font or to pronounce the text correctly - see

1. The presence of 'direction' each attribute (title, body) is nice to see, but it would be good if there were also a "lang" attribute for each. Content language is used to influence the display of Notifications (line wrapping, font selection, etc.). The language attribute should be a String containing a BCP 47 language tag.
