That messes with our expectation of a Webapps meeting before TPAC. Not
sure if such a meeting is required, but I think it would be useful. I
don't think it needs to be coupled to HTML, except that if people take 4
days for HTML and they are in the crossover between that and webapps work
it's hard to get them again.
