Mike and I had some long casual talk with Koji after our meeting with Google Japan on 01-26. Koji agreed to become a co-chair of Japanese IG (see also http://lists.w3.org/Archives/Team/w3t-ia/2011Jan/0070 ). He in also quite interested in writing requirements document as Group Note.
