It looks as though there was an update to this test recently (http://www.w3.org/Graphics/SVG/WG/track/actions/2676). The question, however lies in how you interpret the following statement:
"If the attribute is not specified, the effect is as if a value of "100%" were specified.".
To us, this means that the default value is 100%, which then makes this test invalid (i.e. it should return these default values). Since all other browsers behave this way, we suspect this is the case.
