The spec draft says: ]] For meta elements with an http-equiv attribute in the Content Language state, the content attribute must have a value consisting of a valid BCP 47 language code. [BCP47] [[ In BCP47, "Code" has the following meaning: ]] o "Code" refers to values defined in external standards (and that are used as subtags in this document). For example, 'Hant' is an [ISO15924] script code that was used to define the 'Hant' script subtag for use in a language tag. Examples of codes in this document are enclosed in single quotes ('en', 'Hant'). [[ BCP47 uses the term "Tag" for a single complete language tag: o "Tag" refers to a complete language tag, such as "sr-Latn-RS" or "az-Arab-IR". Examples of tags in this document are enclosed in double-quotes ("en-US"). If I were to mark up the content of a comma separated list of language tags, then I would do this: <code>sr-Latn-RS, az-Arab-IR</code> Evidently, it also gives meaning to treat a comma separated list as a code. I suggest two things: A) that the text uses a wording from BCP47 more directly - to avoid confusion about what is meant. B) that 'language code' is changed into a comma separated list. BCP47 knows about different kinds of language lists.
