I re-read this note a few times but was confused by it:

Note: To express the type of a media resource  to allow the user agent to avoid downloading resources it can't render, authors can use the source element's type attribute.

I think it's means this, but I'm not certain:

I ended up rewording it even more (removed the mention of authors, for one).
