This query currently expects XPST0003 or XPST0017. Since this is an attempt to declare foo in the xpath functions namespace, I think XQST0045 is also permissable. I solved it by changing the namespace to local, and added another test that triggers the ambivalence this test does. A fix has been attempted in CVS, XQTS_current.zip is updated.
