As a result of the resolution of bug #3486, it was established that when xml:base is a relative URI, it is resolved relative to some some outer URI according to the principles in RFC 2396; and that the base URI of a node is always an absolute URI. In the case of fn-base-uri-10, the relative URI "example.com" should be resolved against the base URI from the static context (which of course is implementation-dependent, since no base URI is specified in the prolog). This is reflected correctly in the new (and very similar) test base-uri-27, but the results of fn-base-uri-10 are now incorrect.
Also affects fn-base-uri-19 and fn-base-uri-20
