namespaceDecl-23 The query is defining the namespace abc with URI "abc&". The XQuery specs indicates that URI literals are not character normalized: << The value of a URILiteral is whitespace-normalized according to the rules for the xs:anyURI type in [XML Schema]; however, no escaping normalization is applied. >> So the URI is "abc&". After serialization however, the result should be: "abc&amp;" instead of "abc&" which is what is currently in the expected result. so that the document can be parsed back with the appropriate semantics. - Jerome
This area was clarified by the WGs in http://www.w3.org/Bugs/Public/show_bug.cgi?id=2462. I believe this supports the test case as it is written. Pleas close this bug if you agree with this response.
