I have Firefox 38 Mac. The annoying panel seems to have a handle at its top right. But, when I try to drag it around, it does not move.
You can collapse the panel by clicking the "⋰" button (the not-a-handle that you mentioned) in its upper-right corner, but this isn't particularly obvious or accessible.
I guess the problem is that when the panel is expanded, which it is by default, it obscures some of the spec text? That's not great, and is still the case for https://html.spec.whatwg.org/multipage/forms.html#the-pattern-attribute A solution where no text is obscured by default would be nice. The "⋰" button is far to the right where it will be obscured by the overlay scrollbar until it fades out, too.
