Suspect a typo where: 2.1 Terminology reads: *** Within this specification, the term URI refers to a Universal Resource Identifier as defined in [RFC 3986] and extended in [RFC 2987] with the new name IRI. *** RFC 2987? I think you meant RFC 3987. BTW, the *wrong* RFC appears in the reference list, replace with: RFC 3987 IETF. RFC 3987: Internationalized Resource Identifiers (IRIs). At the teleconference on 2015-03-03, the Joint Working Group agreed to fix this bug by correcting the typos (read '3987' and 'Uniform' for '2987' and 'Universal'). Many thanks.
