Whenever an <area> element has an @alt attribute but does not have a @href attribute, the validator screams that @href is lacking. Thus, @nohref is needed to signal to the validator that the the curren element is not meant to have a href attribute.
Btw, as I noted in bug 13814, then, in Firefox, the <area> elements are included in the tabbing order even if the element lacks both @alt and @href.
