Go to http://www.w3.org/html/wg/drafts/html/master/tabular-data.html#table-sorting-model and do a "find on page" for "Top of loop" and look at the contents of Step 2 there. Then go to http://www.whatwg.org/specs/web-apps/current-work/multipage/tabular-data.html#table-sorting-model and do the same thing. We're missing a preprocessor for this.
