The complexType mapping rules state that types without children have content type empty, even if mixed is specified. See the following for some derivation examples that exhibit this: http://lists.w3.org/Archives/Member/w3c-xml-schema-ig/2001Apr/0016.html The following is an additional example, without an explicit derivation that illustrates the issue: <complexType name="foo" mixed="true"> </complexType> Given the mapping rules in Structures, the type above will have content empty, and not mixed.

The corresponding erratum should be E1-5.
