The "XML Representation Summary" for notation indicates that the public identifier has a value of type anyURI. But the schema for schemas indicates that the public identifier is of a type derived from token. See http://lists.w3.org/Archives/Public/www-xml-schema-comments/2001AprJun/0281.html
