In the Structures spec, section 3.3.4 Element Locally Valid (Type), bullet 2 states: "2 Its {abstract} must be false." However, the type is not necessarily complex, and "abstract" is not a property of simple types. See http://lists.w3.org/Archives/Public/www-xml-schema-comments/2001AprJun/0246.html
