As mentioned here ( http://talk.webplatform.org/forums/index.php/1965/mobile-windows-phone-7-issues ) there are some issues with mobile devices viewing the site. We should look into supporting mobile platforms better since I'm fairly sure there are also some problems on other devices.
Do you have an example of a page where this is occurring? Thanks.
I actually notice just going to the docs the page seems left-aligned and narrower than my viewport. (Yes, I am fully updated on an HTC 7 Pro as if it matters.) I think this is related to the table in the center of the page since that is the full viewport. Also I am noticing no way to login via mobile. Perhaps by design? As far as replicating that popup all you need to do is open a comments section.

The comment box that pops up. Lets say you go to http://docs.webplatform.org/wiki/Main_Page then just beside the "Explore our web development docs" heading there is a comment link. That opens a comment box, which on mobile ends up being way off the viewport.

I added your comment here: https://www.w3.org/Bugs/Public/show_bug.cgi?id=19080
