"Unregister all event listeners registered on the Document node and its descendants." I believe this would include AT products that are watching the DOM. Is that correct? Can we add a note to that effect?

What would ATs have to do with this? Their use of DOM event listeners is an implementation detail, it's not part of the Web platform.
