Summary At http://dev.w3.org/html5/spec/Overview.html#terminology-0, a subsection entitled "Terminology" it says: A URL is a valid URL if at least one of the following conditions holds: o The URL is a valid URI reference [RFC3986]. o The URL is a valid IRI refer Check whether the encoding problems for query components applies to mailto: URLs and other non-HTTP URLs and see if we can change the definition of "valid URL" accordingly
