See Section 6.4.11 at ST 428-7.
It shall be possible to introduce a constant amount of additional spacing between characters within a <span> element. The spacing shall be expressed as a decimal number in units of em and shall be no less than -1 em.
Note: this can be used to lengthen or shorten the extent of the <span> element slightly.

Related notes:
This appears to be a request to support the CSS2.1 letter-spacing property [1], or its more recent rendition in CSS3 Text Module [2].
This also begs the question of whether support should be added for the word-spacing property [3][4].
