wot-resources PR 7 - Publish WoT Discovery v1 resources

wot-resources/discovery/v1/README.md in PR 7

McCool: They should be almost ready, they should not change beside bugfixes

McCool: I have a PR open that reorganize the content and README to be similar to what the TD TF is doing
… as discussed in the Main Call.

McCool: We should figure out if github can serve the files with the right content-type

McCool: I prefer not change `-`-separated resources with `/`-separated resources

McCool: in v1.1 or v2 we might change it to be more uniform

Andrea: Usage-wise having two url to the same resources might be handy for users

Andrea: But having unique resources is important

Andrea: The good practice suggests to have a single url as identifier

Luca: the path is used by the implementors as key, so they do not care about their shape as long it is permanent

McCool: Most consumers would use only `wot/discovery` and `wot/discovery/model/directory` as context an none of the other directly

McCool: We may need a group resolution and a main resolution

McCool: How long it takes to have them published once we mark them as published Kaz?

Kaz: Depends on the webmaster availability

Kaz: My preference is that the basename of file and publishing url is the same
… to have a simpler deployment

Kaz: Given the proposed URIs and redirections are getting more and more complicated, probably it would be better to consult with the Webmaster and PLH right now before publication. Maybe they would suggest we shift the new possible simpler structure for WoT 1.0 REC publication already rather than 2.0.

McCool: The next discovery call we can review and cross-reference to it

McCool: The PR will try to merge in a single section the current two sections currently present in the use-case document

Andrea: We have a use-case for non-thing devices that can have a separate discovery process

Kaz: I also think Andrea's idea is interesting
