align Reference with canonical

#120

w3c/hcls-fhir-rdf#120

dbooth: For a fhir:canonical, the json is a URI + | + version, but if it is sent in a GET request, the vertical bar must be percent encoded.
… So the example in the FHIR spec is wrong, and I'll file aa jira ticket to correct it.

eric: So when we generate a fhir:link in FHIR RDF, we need to percent encode it. DBooth: Right.

https://build.fhir.org/references.html#Reference

dbooth: how do we want to convert one of these fhir:reference strings to an RDF node?
… And that string is syntactically a URI

eric: But its meaning is different, because it uses a different base. We need to prepend "../" to the relative URI.
… and if it's just a frag ID, then it'relative to the current base (not "../")

ACTION: Eric to propose this in the github issue

ShEx Testing

allen: Getting an error that it needs mocha

eric: After you do a git clone, do an "nmp ci"

eric: Look in node_modules.bin for mocha
