tzviya: Wide review does not have to be a separate step in the process, nor a separate document

maryjom: How does this apply to lesser documents, like WG notes?

MichaelC: I expected to apply this process to all documents, normative and non-normative

maryjom: Three months seems long for smaller documents

MichaelC: The review could be opened early, before a document has been completed

janina: The 3 month review period could be a period when the document is still undergoing editing

MichaelC: Need to define a 'blocking' comment

<Zakim> janina, you wanted to ask whether we're asking for a content lock during the 3 month pre pub review?

Tool accessibility

MichaelC: As W3C moves forward we expect consolidating on the tools used
… system people want to move away from custom tools and towards tools available in the marketplace
… we will have to watch the a11y of those tools
